WASHINGTON -- A record one in every 32 American adults were in prison, on probation or parole last year.

The Justice Department reported the total of Americans in the system at 7 million.

Men still outnumber women in prisons and jails, but the female population is growing faster. A Washington-based criminal justice reform group said nonviolent drug offenses account for the rise.


Racial disparities persist. For example, black women are more than twice as likely as Hispanics and more than three times as likely as white women to be in prison.

From 1995 to 2003, inmates in federal prison for drug offenses have accounted for 49 percent of total prison population growth.

In South Dakota, the number of inmates increased 11 percent over the past year, more than any other state.
